India’s Allocation To Health As Compared To Other Brics Countires Is Low. For Instance China Spends About 3.2 Percent Of Gdp As Compared To 1.4 Percent Of Gdp In Case Of India.
The Previous Two Major Healthcare Announcements In Budgets Were The National Rural Health Mission(Nrhm) Followed By The Rashtriya Swasthya Bima Yojana (Rsby).This Year Too,There Were Major Announcements In Budgets Regarding Health Sector.

In Budget 2018-19,Two Initiatives Are Packaged Together Under The Label” Ayushman Bharat Programmer.
National Rural Health Mission (Nrhm)
It Was Launched In 2005, To Provide Accessible, Affordable And Quality Health Care To The Rural Population ,Especially The Vulnerable Groups.
In 2013,The Government Launched National Urban Health Mission (Nuhm) As A Sub Mission Of An Over Arching National Health Mission (Nhm) ,With National Health Mission.
The Thrust Of The Nrhm Is On Establishing A Fully Functional Community Owned, Decentralized Health Delivery System With Inter Sectoral Convergence At All Levels.
Rashtriya Swasthya Bima Yojana (Rsby)
Rsby Was Launched In Early 2008 And Was Initially Designed To Target Only The Below Poverty Line (Bpl) Households With An Objective To Reduce Oop (Out Of Pocket) Expenditure On Health And Increase Access To Health Care, But Has Been Expanded To Cover Other Defined Categories Of Unorganised Workers.
The Premium Cost For Enrolled Benficiaries Under The Scheme Is Shared By The Government Of India And The State Governments.
Since 1st April 2015, The Rashtriya Swasthya Bima Yojana Rsby Has Been Transferred To Ministry Of Health &Family Welfare.Earlier,It Was Under The Labour Ministry.
The Beneficiaries Are Entitled To Hospitalization Coverage Of Upto Rs.30,000/- Pera Annum On Family Floater Basis, For Most Of The Diseases That Require Hospitalization.
A Scheme To Promote Comprehensive Primary Health Care Cphc Was Heralded By The Proposal To Transform 1,50,000 Health Subcentres Into Health And Wellness Centres (Hwcs).
These Will Provide Comprehensive Health Care Including For Non –Communicable Diseases And Maternal And Child Health Serives
They Will Also Provide Free Essential Drugs And Diagnostic Services.
The Budget Has Allocated 1200 Crore Under Comprehensive Primary Health Care Contribution Of Private Sector Through Csr Corporate Social Responsibility And Philanthropic Institutions In Adopting These Centres Is Also Envisaged.
The Other Twin In The Programmer Is The National Health Protection Scheme Which Assures 10 Crore Poor And Vulnerable Families Of Financial Coverage Up To 2,50,000 Peannum For Hospitalization Costs Of Secondary And Tertiary Care.
This Will Be World Largest Government Funded Health Care Programme.
Nhps Substantially Increases The Coverage Limit To 5,00,000per Family Per Annum .But This Will Not Impact Out Of Pocket Expenditure Since Outpatient Care Is Not Covered .,
The Government Will Provide 600 Crores For Nutritional Support To All Tb Patients.
This Would Ensure That There Is At Least One Government Medical College For Every 3 Parliamentary Constituencies And At Least One Government Medical Colleges In Each State Of The Country.
While Nhrm Was Focused On Material And Child Health Services ,The Proposal To Transform Sub Centres Into Hwcs Tries To Give Comprehensive Primary Care And Assured Continuity Of Care.However,Efforts To Strengthen Primary Care Are Not Reflected In The Allocation To The National Health Mission (Nhm)As It Has Come Down By 2.1 Percent From Revised Estimate Of The Preceding Year.
Moreover The Urban Health Mission Component Of Nhm Has Been Virtually Ignored In The Budget.
