Objective: to incentive states in enhancing more allocation to agriculture and allied sectors to achieve 4% growth rate. Rashtriya krishi vikas yojan (RKVY) has been approved to continue as RKVY- remunerative approaches for agriculture and allied sector rejuvenation (RKVY – RAFTAAR) FOR THE PERIOD 2017 – 18 TO 2019-20.
Implementation: the preparation of the district and state agriculture plans is mandatory and encourages convergence with order programmers such as mahatma Gandhi national rural employment generation scheme( mangers). it will provide considerable flexibility and autonomy to states in planning and executing programmers for investment in agriculture and allied sectors.
funding: the funds would be provided to the states as 60:40 grants between center and states ( 90:10 for north eastern states and Himalayan states).
soil health card scheme
to inform farmers about nutrients status of the solis along with the recommendation on appropriates dosage of nutrients to improve soil health and fertility.
the card will be issued once in every 3 years to a farm so that nutrients deficiency can be regularly detected and improved.
Funding pattern: 50:50 fund sharing pattern between central and state governments.
pradhan mantri krishi sinchayee yojana
objectives: extending the coverage of irrigation improving water use efficiency end to end solution on source creation, distribution management, field application and extension activities.
It is formulated by amalgamating ongoing schemes:
Accelerated irrigation benefit programmers.(AIBP) –ministry of water resource,river development & ganga rejuvenation.
Integrated watershed management program me (IWMP)- department of land resource, ministry of rural development.
On farm water management (OFWM) –department of agriculture and cooperation (DAC).
Implementation- decentralized implementation through state irrigation plan and district irrigation plan.
Pradhan mantra fasal bima yojana
Objective: to provide comprehensive insurance coverage to farmers against crop less.
Losses covered- droughts, floods, localized, calamity such as natural fire, storm,cyclone, hailstorm ,inundation post-harvest losses.
Premium rate- one nation- one premium, i.e 1.5%, 2% and 5% for all rabi,kharif and horticultural/commercial crops respectively .there is no capping on premium. There is no upper limit on the government subsidy.
Electronic national agriculture market( e-NAM)
e-NAM- it is a pan-india electronic trading portal which networks the existing agroculture produce marketing committee(APMC) mantis to create a unified national market for agricultural commodities. it is a central sector scheme.
Objective- its objective is to provide competitive and remunerative price to farmers for their produce through online competitive and transparent bidding process.
Promoter- small farmers ‘agribusiness consortium (SFAC) is the lead promoter of NAM.
License- liberal licensing of traders and commission agents and one license for a trader is valid across all markets in the state.
Paramparagat krishi vikas yojana-
Objective- to promote organic farming and the products will be linked with the market.
Approach- cluster based approach and farmers will be provided financial support to meet the expenditure from farm to market.
Marketing support: no liability on farmers for expenditure on certification.
Project chaman-
objective- for strategic development of the horticulture sector with a view to increase farmer’s income.
Implementation- this project is being implemented by national crop forecast centre using remote sensing technology.
National food security mission-
objective- to enhance the production of rice, wheat, pulses, coarse cereals and commercial crops( cotton, jute and sugarcane).
Funding-50:50 by centre and state for food crops and 100% central funding for cash crops.
Implementation- it would be implemented through cluster demonstration, distribution of high yield variety(HYV) seeds, farm mechanization, integrated pest management.
Mission fingerling
Objective- to achieve enhanced fish production in the country so as to meet the targets under the blue revolution by 2020-21.
Implementation-through necessary infrastructure development , management and conversation of the resource. Potential states will be identified to strengthen the fish seed infrastructure and facilitate the establishment of hatcheries and rearing pond.
Mera gaon- mera gaurav
The scheme envisages scientists to select villages and provide information to the farmers on technical and other related aspects with the help of krishi vigyan kendras (KVKs) and agriculture technology management agency(ATMA).
